Partnership Ads let you promote creator content directly as ads from their Instagram profiles. Billo now offers two types of Meta Partnership Ads permissions: Content-level and Account-level. This article explains the difference and walks you through how to order and use Account-level permissions.
What's the difference between Content-level and Account-level Partnership Ads?
In short: Content-level permissions are tied to a single post and require the creator to publish organically. Account-level permissions give the brand much more flexibility — they can run ads from the creator's handle using any video asset, without the creator ever needing to post publicly.
Why use Account-Level Partnership Ads?

Prerequisites
Before you can use Account-level Partnership Ads on Billo, make sure:
Your Meta Business account is connected to Billo, and you are logged in to Facebook Business Manager.
Your Instagram account is linked to your Meta Business account.
The creator you choose offers Partnership Ads: Account-level as a service.
Note: If your Meta account isn't connected yet, you'll see a Connect Facebook Business Manager button when trying to add this service.
How to Order Partnership Ads: Account-Level on Billo
Account-level Partnership Ads are ordered after video delivery. Once you've received and approved the creator's video, you can request Account-level permissions directly from the campaign sidebar.
Step 1: Find creators who offer Account-level permissions
In the Explore Creators tab, use the filters to search for creators who offer Partnership Ads: Account-level. You can also check the sidebar under Creator Services → Partnership Ads for the Meta Partnership Ads: Account-level tag on a creator's profile.
Step 2: Run your campaign and approve the video
Create a brief and work with the creator as usual. Once you've received and approved the final video, you're ready to order Account-level permissions.
Step 3: Order from the sidebar
Open the campaign and navigate to the video delivery sidebar.
Go to the Services tab.
Select Partnership Ads: Account-level and place the order.
The price set by the creator for this service will be shown before you confirm.
Step 4: Wait for the creator to accept
Once you place the order, Billo sends a Meta Partnership Ads connection request to the creator's Instagram. The creator will receive this request directly in their Instagram chat and must approve it there.
Step 5: Track the request status
Go to Manage Campaigns → Partnership Ads to monitor the connection status:
Pending – Request has been sent, waiting for creator approval.
Accepted – Creator has approved. You'll also receive an email notification.
Declined – Creator declined the request.
Note: Status updates can take up to 24 hours to reflect in the platform.
Step 6: Launch your ads
Once the status shows Accepted, you're ready to go. Head to Meta Ads Manager and create your campaign using the creator's Instagram handle as the partnership identity. You can use any approved video asset — no need to use a specific post or ad code.

Targeting with Creator Audiences
One of the unique benefits of Account-level permissions is the ability to use the creator's audience in your Meta campaigns.
In Ads Manager, at the ad set level:
Scroll to the Advantage+ audience / Audience section and select Create new → Custom audience.
Choose Instagram account or Facebook page as the audience source.
Select the event type: followers, profile visitors, people who engaged, etc.
Name your audience and save.
Use this audience for targeting (reach the creator's followers) or exclusion (exclude them from your targeting).
✅ That's it — once the creator approves the account-level connection, you can start running Partnership Ads using their Instagram handle with any ad asset and your brand's budget, all without requiring an organic post.
